Purchasing Officer – Daily Worker Pool at Medecins Sans Frontieres, France


Medecins Sans Frontieres (MSF) is an International, Private, Non-Governmental, Non-Profit Humanitarian Organization. Our organisation offers assistance to populations in distress, to victims of natural or man-made disasters, to victims of armed conflict, without discrimination irrespective of race, religion, creed or political affiliation. We have been working in Nigeria facilitated by a Memorandum of Understanding between Medecins Sans Frontieres and the Federal Government of Nigeria.

The French Section are at present co-operating with the Federal Ministry of Health, and State and Local government departments of health on various health projects. Our current focus is the VVF/Emergency Obstetrics Project in Jigawa State, the Provision of Primary Health Care in Borno State, and the Nutrition Project in Katsina State with coordination office in Abuja, Nigeria.

We are recruiting to fill the position below:

Job Title: Purchasing Officer – Daily Worker Pool

Location: Abuja (FCT)

Context

  • Currently, MSF France is co-operating with the Federal Ministry of Health, State and Local government departments of health on various projects. Our current focus is a VVF and maternity response in Jahun, Jigawa state, and Malaria and Nutrition response in Katsina state with it’s coordination office in Abuja, Nigeria.

About The Daily Worker Pool:

  • Médecins Sans Frontières (MSF) France in Nigeria, limited by guarantee is establishing a Daily Worker Pool of qualified Purchasing Officers to strengthen its procurement capacity and enable the Supply team to identify suitable purchasing profiles when an operational need arises.
  • The pool may support emergency response, temporary increases in workload, Supply team backup, specific/ad-hoc procurement needs, and the procurement of medical, logistics and other goods and services.
  • Important: This is not a permanent or ongoing position. Suitable candidates will be pre-selected and may be contacted only when a specific operational need arises. Inclusion in the pool does not guarantee work, a minimum number of working days, regular work or future contact. Any potential work will depend on MSF’s operational needs, including the timing, duration and location.

Main Responsibilities
When required, the Purchasing Officer may:

  • Conduct market research, identify suppliers and obtain/compare quotations.
  • Negotiate prices and purchasing conditions within delegated authority.
  • Place purchase orders with approved/pre-selected suppliers.
  • Check invoices, receipts and other procurement documentation.
  • Follow up on orders and deliveries and assist with reception of purchased items.
  • Maintain accurate supplier and purchasing information.
  • Support emergency, surge and ad-hoc procurement activities in accordance with MSF procedures.

Requirements

EducationSecondary education required; studies in commerce, procurement, supply chain or related fields desirable.
ExperienceMinimum 2 years’ relevant experience in purchasing, procurement, supply chain or related work.Experience with suppliers, quotations, price comparison and purchasing documentation
LanguagesFluency in the mission working language; local languages are an advantage.
KnowledgeGood knowledge of local markets and suppliers.
CompetenciesGood negotiation, communication and computer skills, particularly Excel and Outlook.Ability to work autonomously and under pressure; flexible, dynamic and solution oriented.Teamwork, results and quality orientation, and commitment to MSF principles.
