Job Summary

The Human Resources Officer will support the HR Manager in recruitment, employee relations, benefits administration, staff compensation, performance management, training and HR administration.

The ideal candidate should be diligent, detail-oriented and process-oriented, with strong communication skills, a learning mindset, adaptability and a working knowledge of legal and HR processes.

The successful candidate should reside in, or be willing to relocate to, one of the organization’s operational states.

Key Responsibilities

1. Recruitment – 20%

  • Conduct Field Officer (FO) selection and in-person interviews at the LGA level.
  • Lead the management of in-person interviews for shortlisted Field Officer candidates through local New Incentives team members.
  • Escalate recruitment gaps, challenges and non-compliance issues to the HR Manager.
  • Liaise with the SR Unit and community leaders to support the recruitment of local candidates.
  • Promote job advertisements on social media and conduct candidate outreach through LinkedIn and professional networks.
  • Assist the HR Manager with candidate invitations, follow-ups, interview scheduling, reference checks and background checks.
  • Provide feedback following completed recruitment exercises.
  • Prepare and maintain recruitment Google Sheets during and after recruitment exercises.

2. Onboarding, Benefits & Compensation Management – 40%

  • Follow up with new employees to ensure completion of pension and NHF registrations and generation of relevant numbers.
  • Follow up on new office account opening during onboarding.
  • Liaise with PFAs, NHF, NSITF and tax offices regarding remittances.
  • Conduct physical training sessions for new hires within the state.

3. Employee Performance Management & Training – 10%

  • Support implementation of the performance management system, including Performance Improvement Plans (PIPs) and employee development programmes.
  • Assist with and, where required, facilitate in-house employee training programmes.
  • Support training needs assessments, employee orientation/onboarding, management development, cross-training, training impact measurement and training transfer.
  • Assist managers with selecting and contracting external training programmes and consultants.
  • Support development and monitoring of the corporate training budget.

4. Administration – 25%

  • Ensure employee information is accurate and up to date.
  • Follow up with state staff to submit missing information and documentation.
  • Support State Field Managers with staff documentation, including onboarding, offboarding and orientations.
  • Serve as the state focal point for addressing staff concerns.
  • Review employee leave applications on Zoho and ensure required documents are uploaded.
  • Perform other duties assigned by the HR Manager or relevant management.

5. Security Awareness – 5%

  • Report security incidents occurring within areas of operation, including incidents that do not directly affect staff or operations.
  • Liaise with the Security Unit during critical incidents or potential deterioration of the security situation.
  • Disseminate relevant security information to team members.
  • Take responsibility for security management and personal safety of team members as applicable in the field.
  • Ensure compliance with security policies and plans.
  • Read and understand relevant security documents, including SOPs, the Country Security Plan and training completion records.

Education & Work Experience

  • MSc, BSc or BA in Business Administration, Social Sciences or a recognized equivalent.
  • At least 3–6 years of prior experience working in a Human Resources unit.
  • At least 2 years of managerial experience is an advantage.
  • Membership of the Chartered Institute of Personnel Management (CIPM) is an advantage.

Skills & Competencies

  • Preferably based in the state of recruitment or willing to relocate.
  • Detail-oriented and diligent.
  • Process-oriented with an understanding of legal and logistics processes.
  • Good networks and contacts in Northwest Nigeria, with the ability to leverage them for recruitment.
  • Strong organizational and time-management skills.
  • Ability to meet deadlines, multitask and prioritize effectively.
  • Strong cultural awareness and ability to work in multicultural and multiethnic environments.
  • Proven managerial and/or leadership skills.
  • Ability to deliver quality work within short timelines and under pressure.
  • Strong critical-thinking and problem-solving abilities.
  • Passion for helping others and reducing infant mortality.
  • Excellent communication and writing skills.
  • Ability to communicate in English, Hausa and relevant local dialects.
  • Excellent responsiveness to email and telephone requests.
  • Proficiency in MS Word, MS Excel, MS PowerPoint, internet browsers, smartphones and general ICT.
  • Willingness to work with Google Docs, Google Sheets and Google Slides.
  • Motivation to work in a young, dynamic organization that continuously adapts based on stakeholder feedback and operates with a lean structure.

Language Requirements

  • English: Proficiency in conversation, reading and writing is required.
  • Hausa: Knowledge of Hausa for conversation and reading is an advantage.
