About the Project

The ECOWAS Regional Pandemic Preparedness Programme (RPPP), commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ on behalf of the Economic Community of West African States (ECOWAS), supports Member States to strengthen their capacity to prevent, detect and respond to public health threats.

The programme works through the ECOWAS Regional Centre for Surveillance and Disease Control (RCSDC), in collaboration with the West African Health Organisation (WAHO), National Public Health Institutes (NPHIs), and other regional partners.

RPPP supports implementation of the ECOWAS Regional One Health Strategy (2025–2029), while also strengthening governance, institutional capacity and coordination of One Health actors across the region.

In Nigeria, RPPP is implementing the Team Europe Initiative on Digital Health: Strengthening Digital Surveillance for Primary Healthcare (SDS PHC) in cooperation with the European Union Delegation in Nigeria.

The project aims to strengthen digital outbreak surveillance at the primary healthcare level by integrating event-based surveillance into routine health systems. It seeks to improve early detection of public health threats, timely alerts, preparedness and response capacities.

Position Overview

RPPP is recruiting a Project Manager to lead project coordination and implementation alongside technical advisors.

Working closely with the Head of Programme, the Project Manager will coordinate stakeholders, support strategic planning and implementation, and ensure effective delivery of project activities and results toward achieving the project’s overall objectives.

Key Responsibilities

The Project Manager will:

  • Coordinate implementation of the customized surveillance platform rollout across selected states.
  • Work closely with national and state government counterparts, partners and civil society.
  • Support planning and coordination of training, mentorship and supportive supervision for primary healthcare workers.
  • Monitor implementation of digital health interventions and support timely resolution of operational challenges.
  • Coordinate deployment activities with software developers, technical partners and implementation teams.
  • Monitor surveillance system adoption and support interoperability with wider digital health infrastructure.
  • Promote integration and data sharing across systems.
  • Promote the use and translation of data for effective decision-making at PHC, LGA, state, national and regional levels.
  • Facilitate coordination between NCDC, State Ministries of Health, Primary Health Care Development Agencies, Local Government Authorities and implementing partners.
  • Support documentation of implementation experiences and lessons to inform scale-up of customized SORMAS and other digital health initiatives.

Programme Coordination and Management

The successful candidate will:

  • Lead day-to-day planning, coordination and implementation of the assigned project.
  • Develop, maintain and monitor project workplans, timelines and implementation schedules.
  • Coordinate activities with NCDC technical teams and other technical advisors.
  • Monitor project progress and identify implementation risks, issues and bottlenecks.
  • Coordinate with technical teams, implementing partners and consultants.
  • Support financial planning by monitoring project budgets, expenditure and resource utilisation.
  • Prepare regular project progress reports for programme management and donors.
  • Ensure compliance with organizational policies, donor requirements and relevant national guidelines.
  • Support procurement, logistics and operational planning.
  • Contribute to planning processes and alignment with overall programme objectives.
  • Represent the project on the SDS PHC Technical Committee and support the Steering Committee secretariat.
  • Support organization and facilitation of Technical Committee and Steering Committee meetings.

Monitoring, Evaluation and Learning

The Project Manager will:

  • Coordinate development and implementation of the project monitoring, evaluation and learning (MEL) framework.
  • Monitor progress against project indicators, targets and workplans.
  • Coordinate routine collection, validation and reporting of project data.
  • Analyse implementation data to identify trends, challenges and opportunities for programme improvement.
  • Support development of monitoring tools, dashboards and reporting templates.
  • Ensure timely submission of high-quality technical and performance reports.
  • Coordinate documentation of project achievements, lessons learned and implementation challenges.
  • Support preparation for project reviews, evaluations, audits and donor monitoring visits.
  • Facilitate and monitor implementation of recommendations arising from reviews and evaluations.

Knowledge Management and Communication

Responsibilities include:

  • Facilitating preparation of project reports, technical proposals and technical documentation.
  • Maintaining comprehensive project documentation, including workplans, meeting minutes, reports and technical resources.
  • Developing and maintaining systems for organizing and sharing project knowledge.
  • Documenting best practices, success stories, lessons learned and case studies.
  • Supporting preparation of presentations, briefing materials and technical reports.
  • Coordinating regular project meetings and ensuring follow-up of agreed action points.
  • Facilitating communication across project teams and implementing partners.
  • Contributing to communication materials highlighting project progress and achievements.
  • Ensuring project information is appropriately archived and accessible to relevant stakeholders.

Stakeholder Engagement

The successful candidate will:

  • Build and maintain effective working relationships with government counterparts, implementing partners and other key stakeholders.
  • Coordinate engagement with relevant national and subnational stakeholders.
  • Organize stakeholder meetings, workshops and coordination forums.
  • Support collaboration between technical partners, government institutions and implementing agencies.
  • Facilitate timely communication between the project and key stakeholders.
  • Represent the project in technical working groups and coordination meetings as delegated.
  • Support stakeholder mapping and engagement planning.
  • Escalate stakeholder issues requiring programme management attention where appropriate.

Other Duties

The Project Manager will also:

  • Facilitate integration and implementation of interoperability across different digital health information systems in the Nigerian Digital Health architecture.
  • Facilitate implementation of data sharing agreements with ECOWAS regional health institutions.
  • Maintain awareness of relevant national policies, strategies and developments related to digital health and health information systems.
  • Contribute to cross-component collaboration with other RPPP intervention areas and EU-funded digital health interventions in Nigeria.
  • Identify opportunities for continuous improvement in project management processes and implementation approaches.
  • Perform other duties consistent with the role and level of responsibility as assigned by the Head of Programme.

Required Qualifications and Experience

Education

Applicants must have:

  • An advanced degree (MPH, MSc, or PhD) in Public Health, Health Policy, Health Financing, Health Management, Epidemiology, Surveillance, Biostatistics or a related field.
  • At least 12 years of professional management and implementation of public health programmes.

Professional Experience

Applicants should have:

  • At least 8 years’ experience working on government-led interventions on health security and health systems strengthening in Nigeria.
  • Experience working with or for international or regional health organizations in Nigeria on health security interventions.
  • Experience with European Union-funded projects is an advantage.
  • Familiarity with Nigeria’s digital health architecture and health surveillance systems.
  • Demonstrated leadership in project coordination, including monitoring and evaluation, indicator tracking and results reporting.
  • Experience in knowledge management, communication and stakeholder coordination.
  • Proven experience developing and operationalizing national or regional strategies.
  • Ability to manage diverse stakeholder interests and facilitate consensus-based processes.
  • Prior experience working on digital surveillance with National Public Health Institutes in other ECOWAS member states or institutions such as WAHO, RCSDC or WHO Afro is highly desirable.
  • Experience with pandemic preparedness, emergency operations, International Health Regulations (IHR) capacities and One Health approaches is an asset.

Other Knowledge and Competencies

  • Excellent analytical, coordination and stakeholder management skills.
  • Strong communication and facilitation abilities across multicultural and interdisciplinary teams.
  • Proficiency in Microsoft Office tools.
  • Professional working proficiency in English.
  • Willingness to travel regularly within Nigeria.
  • Willingness to upskill as required by the tasks to be performed.

Salary

According to GIZ salary scale for Band 4.
