Job Summary
- Nigeria remains off-track to achieve SDG 6.2 by 2030. WASHNORM 2021 indicates that only 16% of the population has access to basic hygiene services; 181 million people lack safely managed sanitation (SMS); 48 million still practise open defecation and 42 million use unimproved sanitation facilities.
- Progress is further constrained by weak post-open defecation free (ODF) sustainability and unsafe management of sanitation services, leading to environmental contamination. UNICEF is supporting government partners across 15 states and the FCT advance safely managed sanitation and sustain the gains ending open defecation through three complementary investment streams: Make a Splash (MaS III) to accelerate household sanitation upgrading and market growth (including sanitation marketing, stronger last-mile distribution, and viable sanitation enterprises anchored around scalable product options); Gates Foundation to strengthen safely managed sanitation systems and the enabling environment (including FSM market development, planning/service delivery improvements, performance monitoring and learning) and post-ODF sustainability; and the DGIS ASWA III to strengthen climate resilient, sustainable WASH.
- A regular roving WASH consultant focused on supporting SMS and post-ODF sustainability is therefore required to provide consistent hands-on technical assistance across field offices to integrate these investments into a coherent approach – troubleshooting bottlenecks, strengthening service delivery, and ensuring quality assurance so demand converts into repeatable transactions and sustained safely managed sanitation and hygiene outcomes.
Main Responsibilities & Tasks
- Under the supervision of the UNICEF WASH Specialist/Manager and in close coordination with Field Offices and State counterparts, the consultant will provide hands-on technical assistance to implement UNICEF-supported post-ODF and SMS initiatives across 15 states and the FCT (including, but not limited to, Make a Splash, the Gates Foundation and the DGIS ASWA programme).
Technical Support for Post-ODF and SMS:
- Provide technical guidance to states and UNICEF field offices and state governments to implement post-ODF and SMS strategies
- Prepare/adapt implementation tools and guides for use by field offices and partners.
- Facilitate capacity-building workshops for WASH staff, government partners, and sanitation stakeholders on:
- Post-ODF activities (e.g. remobilization, market-based approaches, regulation and enforcement, etc.)Safely managed sanitation (e.g. pit emptier training, regulation and enforcement, fecal sludge management, treatment and re-use of fecal sludge.)
- Support capacity-building of private sector actors on:
Design and construction of facilities that can be safely managed and emptied
Business development for fecal sludge management services and products produced from treated fecal sludge
- Conduct periodic sanitation mapping, market assessments and monitoring in states to identify gaps, opportunities, and strategies to enhance market-based approaches.
Support for Fecal Sludge Management (FSM):
- Support Field Offices/states to conduct rapid FSM market scans/assessments (service providers, equipment, routes, pricing, bottlenecks, disposal/treatment pathways).
- Support development of practical FSM business/service model options and operator support tools (service packages, pricing considerations, basic safety/quality standards, customer scheduling).
- Provide support inputs for FSM-related implementation under BMGF/other grants (e.g., operator capacity building support, supervision checklists, service monitoring tools), as guided by UNICEF technical leads
Establishment and Management of Public-Private Partnerships (PPPs):
- Support Field Offices and counterparts to structure and monitor PPP/service delivery models for safely managed sanitation
- Draft/adapt basic PPP documents for review by UNICEF/state teams (e.g., service standards, SOPs, simple MoUs/service agreements, monitoring checklists, inclusion considerations).
- Support routine monitoring of pilot PPP sites and compilation of performance information (service quality, functionality, basic revenue/cost recovery signals, issues requiring government action).
Monitoring, Reporting, and Learning:
- Maintain and periodically update simple trackers/dashboards (as provided by UNICEF) covering post-ODF and SMS progress.
- Produce short, routine mission reports and action trackers after field support visits, monthly/quarterly progress summaries (as agreed), and short case studies/learning notes on practical market and financing lessons.
- Support preparation for review meetings (state coordination, internal grant reviews, partner calls) with concise slides/briefs and follow-up actions.
Monitoring, Reporting, and Learning:
- Maintain and periodically update simple trackers/dashboards (as provided by UNICEF) covering post-ODF and SMS progress
- Produce short, routine mission reports and action trackers after field support visits, monthly/quarterly progress summaries (as agreed), and short case studies/learning notes on practical market and financing lessons.
- Support preparation for review meetings (state coordination, internal grant reviews, partner calls) with concise slides/briefs and follow-up actions.
Deliverables
- At least 2 states supported with customized post-ODF and SMS LGA micro-plans
- At least 4 documented supply chain strengthening actions supported at LGA level (e.g., supplier/distributor linkages, stocking points, bulk-order arrangements where applicable) improving access to affordable, durable sanitation, HH and MHH products/services.
- Public-Private Partnership (PPP) frameworks, SOPs, and agreements updated for public sanitation and FSM services.
- 2 states supported towards operational readiness/early operationalization of end-to-end FSM (service provider mapping, collection/transport pathway, treatment/disposal route, basic safety/quality standards, monitoring indicators)
- At least 1 capacity-building workshop conducted for UNICEF staff, state governments, entrepreneurs, and community members on post-ODF and/or SMS
- Quarterly specialized report and short knowledge products on post-ODF and SMS
- 5 monthly work plans submitted and endorsed by the Supervisor, with clear targets for post-ODF and SMS.
- 5 monthly project progress reports submitted and endorsed, documenting activities and achievements in post-ODF and SMS
Requirements
Education:
- Candidates should possess at least a university degree in Public Health, Civil or Environmental Engineering, Geology, Hydrology, Sanitation Engineering, Environmental Management and Sociology, Business Administration or related field, Development or any field related to WASH and infection, prevention and control
Language:
- English Language. Ability to speak Hausa and any other regional Language will be an added advantage.
Work Experience:
- Demonstrated at least 5 years professional experience in WASH, ideally with focus on WASH in urban and peri-urban areas and climate-resilient WASH
Experience in:
- Implementing post-ODF activities
- Supporting for safely managed sanitation
- Designing and managing public-private partnerships (PPPs) for sanitation services.
- Operationalizing fecal sludge management systems and safely managed sanitation with a focus on climate-resilient approaches
- Demonstrated ability to engage private sector, communities, stakeholders and partners for behavior change communication and advocacy
- Experience working with government agencies, private sector actors, and development partners.
- Previous experience in capacity-building and technical facilitation for WASH programs.
- Strong analytical and project management skills.
