Job Summary

Hope and Rural Aid Foundation (HARAF) is implementing a community-based protection project focused on strengthening preparedness and response systems for flood-affected populations, with a strong emphasis on child protection services and Gender-Based Violence (GBV) risk mitigation.

We are seeking a qualified, experienced, and passionate Child Protection Officer to support the planning, implementation, monitoring, and reporting of child protection activities. The successful candidate will ensure that all interventions are delivered in accordance with national legislation, international standards, and organizational safeguarding commitments.

The Child Protection Officer will implement high-quality child protection interventions within a flood preparedness and response context, focusing on preventing and responding to abuse, neglect, exploitation, violence, and other protection risks affecting children. The role also includes supporting case management services, facilitating psychosocial support activities, strengthening community-based child protection systems, and ensuring effective referral pathways, including GBV-related referrals.


Key Responsibilities

Programme Implementation

  • Plan and implement child protection activities in line with project work plans.
  • Conduct child protection and GBV risk assessments in flood-prone and affected communities.
  • Identify and prioritize vulnerable and at-risk children.
  • Implement prevention and response activities for children affected by violence, abuse, neglect, exploitation, and harmful practices.
  • Facilitate child-friendly, age-appropriate activities.
  • Organize recreational and psychosocial support activities.
  • Support the establishment and strengthening of Child Friendly Spaces.
  • Promote meaningful participation of children in protection and preparedness activities.

Case Management

  • Identify children requiring specialized protection services.
  • Conduct intake, assessment, case planning, referrals, follow-up, and case closure.
  • Develop individualized care and safety plans.
  • Maintain confidential case files.
  • Refer cases to health, education, legal, nutrition, psychosocial support, and GBV services.
  • Monitor referrals until case closure.
  • Ensure informed consent and confidentiality.

Child Safeguarding

  • Ensure compliance with the organization’s Child Safeguarding Policy.
  • Promote safe programming.
  • Report safeguarding concerns through approved mechanisms.
  • Conduct safeguarding awareness sessions.
  • Protect children during assessments and emergency response activities.

Community Engagement

  • Strengthen community-based child protection structures.
  • Train volunteers, caregivers, teachers, youth groups, and community leaders.
  • Conduct awareness campaigns on:
    • Child Rights
    • Positive Parenting
    • Prevention of Child Abuse
    • Child Labour
    • Child Marriage
    • Gender-Based Violence
    • Protection Risks During Floods
  • Support community feedback and complaint mechanisms.

Psychosocial Support

  • Provide psychosocial support to vulnerable children and caregivers.
  • Facilitate structured psychosocial support sessions.
  • Refer children requiring specialized mental health services.
  • Promote resilience and emotional well-being.

Coordination and Referral

  • Coordinate with government ministries and child welfare structures.
  • Collaborate with Health, Education, Nutrition, WASH, GBV, and Protection actors.
  • Participate in coordination meetings and clusters.
  • Maintain updated referral pathways.

Monitoring, Evaluation, Accountability and Learning (MEAL)

  • Collect programme data.
  • Maintain beneficiary records.
  • Prepare weekly, monthly, quarterly, and donor reports.
  • Monitor project indicators.
  • Document success stories and lessons learned.
  • Support rapid assessments and evaluations.

Documentation and Reporting

  • Produce timely reports.
  • Maintain confidential child protection records.
  • Ensure proper documentation of safeguarding cases.
  • Prepare training reports.
  • Submit reports within agreed timelines.

Capacity Building

  • Train community volunteers and partner staff.
  • Mentor case workers and facilitators.
  • Strengthen community-based protection systems.
  • Participate in emergency preparedness trainings.

Representation

  • Represent HARAF in coordination meetings.
  • Build relationships with government agencies, partners, donors, and community leaders.
  • Promote humanitarian principles and child rights.

Other Duties

Perform any other responsibilities assigned by the supervisor consistent with the objectives of the position.


Qualifications

  • Bachelor’s Degree in Social Work, Psychology, Sociology, Child Development, Human Rights, Law, International Development, Education, or a related field.
  • Master’s Degree is an added advantage.

Experience

  • Minimum of three (3) years’ experience implementing child protection programmes.
  • Demonstrated experience in child protection case management.
  • Experience working in humanitarian or emergency settings.
  • Experience working with vulnerable children and families.
  • NGO or UN experience is an added advantage.
