Job Purpose

The Shelter Community-Based Worker (CBW) supports the implementation of shelter programmes at community level by facilitating communication between project teams and beneficiaries, conducting assessments, mobilizing communities, monitoring activities, and promoting accountability to affected populations.

The CBW serves as an important point of contact between communities and the shelter team, helping ensure that interventions are delivered effectively, transparently, safely, and in line with NRC standards.

Key Working Relationships

The Community-Based Worker will work closely with the Shelter Technical Assistant, programme teams, Local Government Area (LGA) authorities, community leaders, and other community actors to support project implementation.

Key Responsibilities

1. Community Engagement & Mobilization

  • Conduct community sensitization and awareness sessions on shelter interventions.
  • Facilitate community meetings and stakeholder engagement activities.
  • Promote active participation of community members throughout the project cycle.
  • Support the formation and engagement of community committees where applicable.
  • Coordinate with community leaders, local authorities, and partner organizations.
  • Maintain positive and professional relationships with community stakeholders.

2. Beneficiary Identification & Support

  • Identify eligible beneficiaries based on approved selection criteria.
  • Support joint assessments and monitoring activities.
  • Promote safe, dignified, and inclusive access to shelter assistance.
  • Identify vulnerable individuals and households requiring additional support.

3. Shelter Programme Implementation

  • Assist technical teams during shelter construction and rehabilitation activities.
  • Support implementation of cash-for-rent activities.
  • Monitor the progress of shelter activities at community level.
  • Represent the shelter team during community engagement activities as delegated.
  • Report implementation challenges and support corrective actions.

4. Monitoring & Reporting

  • Conduct regular household visits to monitor project progress.
  • Conduct door-to-door sensitization on habitability and fire safety.
  • Support data collection and monitoring activities as required.
  • Submit daily, weekly, and monthly activity reports to supervisors.
  • Report challenges, concerns, and relevant community feedback promptly.

5. Protection, Inclusion & Accountability

  • Promote safe and dignified assistance for all community members.
  • Identify vulnerable households and individuals requiring additional support.
  • Refer protection concerns through approved referral pathways.
  • Ensure Accountability to Affected Populations (AAP) principles are upheld.
  • Support gender-, age-, and disability-inclusive programming.
  • Maintain confidentiality and professionalism when handling beneficiary information.

6. Other Duties

  • Perform any other tasks relevant to the position as required during daily reviews or as assigned by the supervisor.

Qualifications & Experience

Essential:

  • Minimum of a Secondary School Certificate.
  • A Diploma or Degree in a relevant field is an added advantage.
  • Previous experience in humanitarian or community-based programming is desirable.
  • Experience in shelter, NFI, cash assistance, or community mobilization is an asset.

Skills & Competencies

  • Ability to adhere to NRC policies, tools, handbooks, and guidelines.
  • Strong communication and interpersonal skills.
  • Good community engagement and facilitation skills.
  • Ability to work effectively with people from diverse communities.
  • Familiarity with humanitarian principles, standards, and ethical guidelines.
  • Demonstrable commitment to NRC’s humanitarian mission.
  • Ability to maintain confidentiality and professionalism.
  • Knowledge of local languages spoken in the intervention areas, particularly:
    • English
    • Hausa
    • Kanuri

Performance Management

The Community-Based Worker will be accountable for their responsibilities and competencies under NRC’s Performance Management System.
