The Chabash Development and Health Initiative (CDHI) is a women-led national NGO registered with the Corporate Affairs Commission (CAC/IT/NO 85190) and operating across Northeast and Northwest Nigeria.

CDHI works to empower individuals and communities through integrated interventions in health, nutrition, protection, WASH and livelihoods, partnering with international organizations and government agencies to deliver sustainable, community-driven solutions.


Job Summary

The Project Engineer will coordinate and provide technical oversight for construction, civil works and community infrastructure activities under the WFP-supported Integrated Food System and Resilience Project in Jakusko LGA, Yobe State.

The successful candidate will be responsible for ensuring technical quality, structural integrity, safety and compliance across project infrastructure.

The Engineer will work closely with government authorities, community structures, contractors, vendors and Cash-for-Work (CfW) beneficiaries to deliver climate-resilient infrastructure that strengthens community resilience.


Key Responsibilities

1. Project Planning & Site Assessments

  • Conduct site selection and technical assessments.
  • Carry out topographical, geological and environmental assessments.
  • Work closely with local authorities and community structures during site planning.
  • Assess site suitability for proposed infrastructure.

2. Construction & Infrastructure Coordination

Provide technical supervision and quality control for civil works, including:

  • Deep boreholes/tubewells with solar-powered pumping systems.
  • Water storage and water-harvesting systems for dry-season irrigation.
  • Climate-resilient grain storage warehouses and post-harvest facilities.
  • Market stalls, poultry pens and fishponds.
  • Perimeter fencing for solar farms.
  • Women’s and youth agro-processing centres.
  • Vocational training centres.
  • Rehabilitation of schools and Primary Health Care (PHC) facilities.

3. Vendor & Cash-for-Work Management

  • Supervise contracted construction vendors.
  • Ensure contractors comply with engineering standards and technical specifications.
  • Monitor materials and construction activities.
  • Provide technical guidance to community labourers engaged in Cash-for-Work activities.
  • Supervise activities such as site clearing, foundation preparation and basic construction work.

4. Safety & Hazard Mitigation

  • Develop simple and practical safety guidance for community labourers.
  • Support safety training in appropriate local languages.
  • Promote hazard identification and safe work practices.
  • Ensure appropriate use of Personal Protective Equipment (PPE).
  • Support emergency preparedness and incident prevention at project sites.

5. Design & Construction Standards

Ensure project infrastructure incorporates appropriate design standards, including:

  • Accessibility.
  • Proper ventilation and dry construction.
  • Durable concrete flooring.
  • Appropriate temperature-control measures.
  • Pest-proofing.
  • Adequate lighting.
  • Appropriate perimeter security.

6. Stakeholder & Inter-Agency Coordination

  • Coordinate with the local government Ministry of Works.
  • Work with WFP logistics and relevant WASH/water-resource actors.
  • Coordinate with Project Management Committees (PMCs).
  • Maintain effective communication with contractors, vendors and community stakeholders.

Who Can Apply?

This position is suitable for experienced engineering professionals with practical experience in civil construction, agricultural engineering, water infrastructure, structural engineering or community infrastructure projects.

Candidates with experience working in humanitarian, development, disaster-recovery or fragile/conflict-affected environments are particularly relevant.

Qualifications & Experience

Education

Applicants should possess a:

  • Bachelor’s degree in Civil Engineering, Agricultural Engineering, Water Resources Engineering or Structural Engineering.

Professional Experience

  • 4โ€“6 years of practical engineering experience.
  • At least 2โ€“3 years of direct experience supervising rural infrastructure, community asset creation or disaster-recovery projects.
  • Experience working with NGOs or humanitarian organizations is highly desirable.
  • Experience in Northeast Nigeria or other fragile environments is an advantage.

Professional Registration

  • Active registration with a recognized engineering body, such as COREN (Council for the Regulation of Engineering in Nigeria), or an equivalent professional registry, is highly desirable.

Technical Skills

Applicants should have proficiency in relevant engineering and office tools, including:

  • AutoCAD or other CAD software.
  • Structural modelling tools.
  • GIS/mapping software.
  • Microsoft Office applications.

Contextual Experience

Candidates should demonstrate experience in:

  • Construction supervision.
  • Community infrastructure projects.
  • Climate-resilient engineering.
  • Water infrastructure and management.
  • Solar-powered systems.
  • Community labour schemes.
  • Working in fragile, resource-constrained or conflict-affected environments.

Core Competencies

The ideal candidate should demonstrate:

  • Strong technical quality-control and structural assessment skills.
  • Knowledge of climate-resilient engineering.
  • Understanding of water management and green-energy applications.
  • Ability to work effectively with communities.
  • Experience with participatory infrastructure planning.
  • Strong site-safety awareness.
  • Effective cross-cultural communication.
  • Ability to coordinate with government and community stakeholders.
  • Knowledge of humanitarian standards, including SPHERE.

Prevention of Sexual Exploitation and Abuse (PSEA)

The successful candidate will be expected to:

  • Maintain zero tolerance for sexual exploitation, abuse and harassment.
  • Strictly follow CDHI and WFP PSEA policies.
  • Ensure PSEA requirements are communicated to contractors, community workers and other site actors.
  • Promote safe and inclusive infrastructure sites.
  • Consider safety needs of women and vulnerable groups in infrastructure design and implementation.
  • Support appropriate measures such as adequate lighting, safe scheduling and clear referral pathways.

Compliance & Ethics

The successful candidate must:

  • Adhere to humanitarian principles, SPHERE standards and Accountability to Affected Populations (AAP) principles.
  • Maintain transparency in vendor supervision, material management and labour records.
  • Ensure project sites are legally verified and appropriately secured.
  • Consult with community stakeholders and relevant government authorities.
  • Comply with CDHI policies on anti-corruption, conflict sensitivity, protection and gender inclusion.
