Job Summary

The Senior Technical Advisor – Public Health Emergency Preparedness & Response will provide strategic and technical leadership for the project’s Public Health Emergency Preparedness & Response (PHEPR) portfolio.

The position will lead outbreak preparedness, surveillance strengthening and early-warning strategies while supporting coordination with government emergency operations centres and public health authorities.

Key Responsibilities

  • Provide overall strategic and technical leadership for the project’s PHEPR portfolio.
  • Lead the design and oversight of national outbreak preparedness plans.
  • Lead surveillance-strengthening initiatives and early-warning system strategies.
  • Serve as the project’s principal liaison with national government emergency operations centres and public health authorities during emergency events.
  • Ensure PHEPR programming aligns with global health security frameworks, national guidelines and donor requirements.
  • Oversee performance monitoring of state PHEPR teams.
  • Identify capacity gaps and direct corrective action.
  • Represent the project at national and international PHEPR technical working groups, donor reviews and coordination platforms.
  • Guide development of work plans, technical reports, budgets and proposal inputs for the PHEPR portfolio.
  • Build and maintain strategic relationships with the Nigeria Centre for Disease Control (NCDC), state ministries of health and donor representatives.
  • Mentor and build the capacity of technical staff across the PHEPR team.
  • Deliver against the approved GHSD milestone plan and quarterly performance targets.
  • Support integration across HIV, TB, malaria and MNCH platforms.
  • Support progressive transfer of functions to Government of Nigeria ownership.
  • Report to the Deputy Chief of Party/Technical Director on programme performance, risks and strategic direction.

Qualifications & Experience

  • First degree in Medicine, Public Health, Epidemiology or a related field.
  • Master’s degree is required.
  • At least 10 years of experience in public health emergency preparedness or surveillance.
  • Minimum 5 years in a senior technical leadership or managerial role.
  • Demonstrated experience supervising multidisciplinary technical teams on donor-funded health security programmes.
  • Strong knowledge of global health security frameworks.
  • Strong knowledge of International Health Regulations (IHR).
  • Strong knowledge of national emergency response systems.
  • Excellent strategic-thinking and crisis-management skills.
  • Strong stakeholder-engagement skills.
  • High level of integrity and professional maturity.
  • Sound judgement in high-pressure situations.
