Established in 2001, ECEWS implements donor-funded programmes across Nigeria in partnership with government and communities.
Job Summary
The State Director will form part of ECEWS’s senior management team and provide strategic, technical and management leadership for ECEWS operations in the assigned state.
The position is responsible for programme planning, implementation, monitoring and reporting across HIV, TB, Malaria and MNCH interventions, while ensuring effective resource management and compliance with ECEWS, donor and Nigerian regulatory requirements.
Key Responsibilities
Programme Leadership
- Provide strategic leadership for ECEWS operations in the assigned state.
- Lead programme planning, implementation, monitoring and reporting.
- Provide technical and management leadership across HIV prevention, care and treatment, TB, Malaria, MCH and integrated medical services.
- Develop technical strategies and oversee their design and implementation.
- Ensure appropriate application of public health theory and best practices.
Public Health Programme Management
- Oversee strategies for HIV/AIDS prevention, care and treatment.
- Oversee TB and DOTS services.
- Support malaria prevention, diagnosis and treatment.
- Oversee MNCH services, including reproductive health/family planning and cervical cancer screening.
- Ensure appropriate technical strategies, policies and SOPs are developed and implemented.
- Ensure compliance with ECEWS, donor and Nigerian regulatory requirements.
Planning, Monitoring & Reporting
- Participate in development and monitoring of work plans and budgets.
- Ensure appropriate technical assistance in programme operations.
- Coordinate partner efforts in programme implementation.
- Ensure accurate programme and financial reporting.
- Monitor interventions against contractual, financial and programme goals.
- Review periodic programme and financial reports submitted by collaborating partners.
Management & Supervision
- Provide overall supervision for ECEWS state-office staff.
- Ensure compliance with technical, programme, contractual and financial requirements.
- Manage and coordinate ECEWS activities at the state office.
- Ensure ECEWS assets and resources are effectively managed.
- Establish and execute capacity-development plans for state-office staff and partners.
Government & Stakeholder Engagement
- Serve as ECEWS’s point of contact with government officials.
- Coordinate and collaborate with public-sector and NGO partners.
- Collaborate with other implementing partners in the state.
- Provide technical assistance to local ECEWS partners.
- Coordinate capacity-building activities for ECEWS partners at state level.
Technical Support & Learning
- Provide technical assistance in designing, implementing, modifying, monitoring and evaluating project activities.
- Review and/or write protocols, papers and reports.
- Ensure research findings and published best practices are incorporated into ECEWS interventions.
- Contribute to the organization’s body of technical knowledge.
- Undertake regular monitoring visits to project sites.
GHSD & Transition
- Deliver against the approved GHSD milestone plan and quarterly performance targets.
- Integrate services across HIV, TB, malaria and MNCH platforms.
- Support progressive transfer of functions to Government of Nigeria ownership.
- Perform other duties as assigned.
Qualifications & Experience
- MB.BS/MD/PHD or similar degree.
- At least 10 years of professional public health experience.
- At least 5 years of specialized experience in developing-country settings.
- At least 4 years of management experience.
- Experience must demonstrate the knowledge, skills and abilities required for the position.
