Job Summary
The MEAL Officer will support BOWDI’s monitoring, evaluation, accountability and learning activities to ensure programme quality, accountability and evidence-based decision-making.
The role will support data collection and analysis, monitoring systems, assessments, reporting, accountability mechanisms and documentation of lessons learned.
Key Responsibilities
MEAL Systems
- Support the design and implementation of systems for collecting and analysing programme performance data.
- Develop or adapt project-specific MEAL tools.
- Field-test MEAL tools with BOWDI and partner staff.
- Work with Project Managers and Project Officers to analyse programme information and support evidence-based decisions.
- Conduct regular reviews of MEAL systems.
- Support orientation and training of BOWDI and partner staff on MEAL tools and responsibilities.
- Track donor and BOWDI reporting requirements and deadlines.
- Provide relevant MEAL information for programme reports.
Monitoring & Assessment
- Conduct regular field monitoring activities.
- Support baseline, mid-term and final evaluations.
- Participate in rapid and sector-specific assessments.
- Review data collection processes and tools.
- Identify programme monitoring gaps and recommend solutions.
- Support data quality and verification processes.
Accountability & Learning
- Support beneficiary feedback and accountability systems.
- Ensure community feedback is documented and communicated appropriately.
- Participate in learning and reflection events.
- Document lessons learned, good practices and programme evidence.
- Support the use of learning to improve programme design and implementation.
Data Management & Reporting
- Maintain accurate programme monitoring databases and records.
- Collect, clean and analyse programme data.
- Prepare MEAL reports and information for programme and donor reporting.
- Maintain appropriate MEAL documentation.
- Support the use of ICT and digital systems for programme monitoring.
Qualifications & Experience
- Relevant Bachelor’s degree in Monitoring and Evaluation, Statistics, Social Sciences, Development Studies, Public Health or a related discipline.
- Relevant experience in MEAL/M&E within humanitarian or development programmes.
- Experience working with NGOs is an advantage.
- Experience in data collection, analysis, monitoring and reporting.
- Experience developing and using MEAL tools.
- Strong understanding of accountability and learning processes.
