New Incentives – All Babies Are Equal Initiative (NI-ABAE) works within Nigeria’s routine immunization ecosystem to strengthen vaccination outcomes through evidence-based interventions.

Job Summary

The National Partnership Officer (NPO) will support New Incentives’ national partnership and stakeholder engagement efforts by building and maintaining productive relationships with government institutions, development partners, international and local NGOs, and other stakeholders within Nigeria’s routine immunization ecosystem.

The successful candidate will serve as an important day-to-day representative of New Incentives and will help strengthen the organization’s engagement with national and state health stakeholders.

The role reports to and supports the Expansion Director.

Key Responsibilities

1. Stakeholder Engagement & Relationship Management

  • Build and maintain productive relationships with government officials, development partners, INGOs, NGOs and other stakeholders.
  • Support engagement with the National Primary Health Care Development Agency (NPHCDA), Federal Ministry of Health institutions and state health authorities.
  • Participate in meetings, workshops, technical working groups and relevant forums.
  • Represent New Incentives professionally during technical and programme-level engagements.
  • Communicate the organization’s mission, evidence and value proposition to technical and non-technical audiences.
  • Maintain regular communication and follow-up with key stakeholders.
  • Build credibility and trust through professional and responsive engagement.

2. Partnership Development

  • Identify organizations and stakeholders whose priorities align with New Incentives’ programmes.
  • Support the Expansion Director in identifying, developing and tracking partnership opportunities.
  • Conduct stakeholder and partner research.
  • Prepare briefs, concept notes, presentations, proposals and other partnership documents.
  • Coordinate introductory meetings and follow up with existing and prospective partners.
  • Track discussions, commitments and agreed actions.
  • Support appropriate exchange of data, field observations and learning with government and partners.

3. Stakeholder Intelligence & Documentation

  • Maintain an up-to-date stakeholder database and contact map.
  • Develop an understanding of stakeholders’ roles, priorities and areas of potential collaboration.
  • Identify stakeholder concerns, opportunities and emerging issues.
  • Escalate sensitive or strategic issues appropriately.
  • Document key interactions, commitments and follow-up actions.
  • Prepare regular updates and briefing notes.
  • Monitor relevant developments within government, partner organizations and the immunization sector.

4. Routine Immunization & Demand Creation

  • Apply knowledge of Nigeria’s routine immunization system and demand creation.
  • Understand factors affecting caregiver demand, access and vaccine uptake.
  • Participate meaningfully in routine immunization technical discussions.
  • Support communication of New Incentives’ approach and evidence on demand creation.

5. Internal Coordination

  • Work closely with internal teams to coordinate partnership activities.
  • Support preparation for stakeholder engagements.
  • Ensure externally shared information is accurate, consistent and aligned with organizational objectives.
  • Communicate stakeholder feedback and emerging issues to the Expansion Director and relevant teams.

Qualifications & Experience

  • Bachelor’s degree in Public Health, Health Sciences, Social Sciences, Development Studies, Business Administration or a related field.
  • A relevant Master’s degree is an advantage.
  • Minimum of 5 years of substantive experience in routine immunization, primary healthcare, public health, health systems strengthening or a closely related field.
  • Demonstrated experience working with or alongside NPHCDA, particularly the Routine Immunization Working Group.
  • Strong understanding of Nigeria’s routine immunization system.
  • Good understanding of demand creation for routine immunization.
  • Experience working within or closely with an international NGO, development organization or government institution.
  • Experience engaging health-sector stakeholders.
  • Demonstrated ability to build and maintain professional relationships.
  • Experience representing an organization at meetings, workshops or technical forums.
  • Experience in Nigeria’s health and development sector is strongly preferred.

Location & Travel

The successful candidate must be resident in Abuja, Nigeria and must be willing and able to travel within Nigeria as required for stakeholder engagement, programme activities and other organizational priorities.
